We've had both cable and satellite. Dumped the cable, currently have satellite. It is true that storms and heavy clouds, and also solar flares can disrupt satellite reception. However, we have had days where we couldn't get a cable signal, either. Then Comcast keeps jacking up the prices, and takes away more channels. So we dumped them. My son got direct tv. Some difficulty when heavy storms in the area, but I don't like watching tv during storms anyway.
References :
Walmartian

I know several people who have Direct TV, and they hardly ever lose the signal. You can also get a dish that's larger than the standard one, and also some kind of covering that can block out some rain and snow. I also live in Michigan, and we've lost our Charter cable signal due to weather problems. The cable companies use advertising to make the satellite problems sound worse than they are. In fact, I almost switched to Direct TV. Unfortunately, I have 10mb internet, and the fasted DSL offered in our area is 1.5mb. For now I'm going to suffer with Charter to keep my fast Internet connection until the DSL speeds pick up.
References :
We switched to satellite about 8 years ago for similar reasons. The only difference is, we are in a house that we own. BTW, the outage due to weather issue is blown waaaay out of proportion! We lose ours maybe 5 minutes over an entire year!

The big issue you will face in an apartment is that you must have a view of the southern sky. If you are on the north side of the building, you may not be able to get satellite reception to work. If you can see the southern sky, there are various non-penetrating antenna mounts that can be used to set you up.
References :
Broadcast Engineer for 30 years.

I'm switching to satellite because of price and cable is not perfect. They loose there signal do to weather also.

I'm in Michigan and lost most of my channels for a couple of hours one afternoon but not any of the local broadcast channel. So with nothing to watch I watch a local new program with weather. Guess what, I see this big snow storm south of me on the TV's radar image where the cable company satellite dishs are located that pick up all that wonderful TV programing. When the storm passes, all my channels are back.

My backup plan for a imperfect world, have some video's or a couple of hours of my favorite program recorded on the DVR.

Good luck.
References :
I know it's just Wikipedia, that anybody can find, and I don't have any FTA knowlege, at least you can find out some stuff here, and the wiki page has links to better info, so start there.
References :
The Cable vs. Satellite Debate?
I did some searching on here before I'm posting this question but I didn't find a question with the same circumstances that I have. I live in an apartment building Brooklyn and I currently have service with Cablevision in HD (with DVR). The cost is killing me and I see Direct TV has some incredible promotional offers right now (with DVR, of course). Even after a year when the promotional pricing ends, it's still 30% cheaper.

I always hear about satellite service getting disrupted because of heavy rain, but my cable has gone down for up to 4 hours at a time for various reasons. I've tried the rabbit ear antennae and I couldn't get any signals.

Taking customer service, equipment quality, price, and service reliability into account, should I stay with my cable service or switch to satellite?
I already spoke to my super who told me I can put the satellite on the roof with no extra fee on my rent.
